CEPC lodgement fee now from only £15+VAT
Prices reduced for Level 3 and Level 4 EPCs
The NHER is very pleased to announce a change to the pricing structure for registering Non Domestic Energy Performance Certificates.
This will now be £15 for Level 3 Non Domestic EPC and £20 for Level 4 and On Construction Non Domestic EPCs. These fees exclude the Landmark fee of £5.36 however they do include both Professional Indemnity and Public Liability Insurance.
These new fees represent significant savings on our previous fees, up to 50% in many instances.
Our work to get the non domestic market working properly is ongoing. We are continuing to publicise the lack of compliance and are contacting letting agents who are listing buildings without EPCs. We also strongly believe in the importance of the asset ratings as a means of helping improve building standards, reduce total energy costs and carbon emissions. Greater compliance rate will undoubtedly contribute towards to all of these aims.

NES and Building magazine launch Commercial EPC index
Initiative aims to tackle problem that 75% of commercial builds are illegally marketed without an EPC
Three-quarters of all commercial properties for sale or rent are failing to comply with energy regulations, according to a new initiative launched by National Energy Services and Building.co.uk.
The monthly EPC Index monitors how many commercial builds being marketed have a valid Energy Performance Certificate (EPC). The first EPC Index stands at 25, meaning that only 25% of commercial properties were legal and compliant in October, while the other 75% did not have an EPC lodged on the government's official registry.

The index has been introduced to follow up on NES' research in June 2009 (full report here), which showed that more than 80% of commercial property agents were unable to supply a mandatory EPC for the offices or shops they were marketing.
Brian Scannell, managing director of NES, said: "We hope to see the EPC Index rise month on month. There is no reason why the commercial property sector should continue to believe it's okay to ignore the requirement for EPCs while the housing sector takes all the scrutiny and flack on energy efficiency.
"The display of the EPC rating should be mandatory on all commercial building agents' particulars. This is already in place for the sale of homes and it brings real transparency and helps consumers."
The sample for October included 525 commercial buildings throughout Norfolk, Devon, Cornwall, Northamptonshire and the West Midlands. All properties are identifiable and have been on the market in the past 30 days.

Lodgement fees in Scotland reduced
Reduction of fees to £2.50
The price of Existing Build Dwelling EPC lodgement fees in Scotland will be changing from £5.00 to £2.50 per report for all members of the NHER Accreditation Scheme for Energy Assessments in Scotland.
The reduced rate applies to anyone who is a member of the Scheme before 31st January 2010.
The reduced rate will be for a fixed period and will run through until 31st January 2011 – at which point the fee will revert to the prevailing NHER market rate (currently £5.00).

Grant Shapps, Shadow Minister for Housing, recently asked the Secretary of State for Communities and Local Government how many accredited assessors there are in each region.

DEC lodgement fee now only £10+VAT
Prices reduced for second year of DECs
We are pleased to announce that our fees for the registration of a DEC, a DEC and AR or AR only will be reduced to £10 (+£5.36 Landmark fee) + VAT.
This represents a £10 reduction over the previous fee. Any DEC issued by our members will be charged at this rate and you do not need to do anything – NES one will be automatically updated.
This price reduction has come about through a review of our operating costs and a belief that the previous prices were excessive, particularly now that we are in the second year.
We also strongly believe in the importance of operational ratings as a means of helping building users reduce their energy costs and carbon emissions.
We hope that this price reduction will help in a small way to increase the uptake of DECs in the private sector.

Visiting Hockerton Housing Project
NHER staff visit sustainable housing development
Earlier this month, members of our team visited Hockerton Housing Project (HHP), the UK's first earth sheltered, sustainable housing development.
HHP is located on the outskirts of the village of Hockerton near Southwell, Nottinghamshire.
Project members live a holistic way of life in harmony with the environment, in which all ecological impacts have been considered and accounted for. The residents of the five houses generate their own clean energy, harvest their own water and recycle waste materials causing minimal pollution & carbon dioxide emissions.
The houses are amongst the most energy efficient, purpose built dwellings in Europe, using only a tenth of the energy used in the average UK home. They have no central heating systems, instead relying on the high thermal mass construction to store the heat generated by the passive solar gain and release it over a long period of time.
A key member of the team at HHP is Rob Cartwright, who previously worked as a Technical Consultant here at NES in Milton Keynes. Several NES staff spent a day at HHP learning more about the technologies employed. You can see photos from the day on our Flickr account.

HHP also runs a consultancy service, advising clients on energy efficient new build and retrofit projects as well as providing Code for Sustainable Homes and SAP assessment and consultancy services. They have also recently been awarded a design phase contract in the nationwide Retrofit for the Future competition funded by the Technology Strategy Board to devise innovate plans for low carbon refits of existing social housing to meet UK government target reductions in greenhouse gas emissions and energy use – for more information on this, read this press release.

Preview the upcoming SAP and Part L changes
Free NHER software now available
The NHER is making available a free software tool that lets users ‘preview’ the impact of the forthcoming changes to SAP and Part L of the Building Regulations.
SAP and Part L of the Building Regulations are both set to change in 2010. The NHER has created SAP 2009 Preview – free software that allows you to see the effects of the proposed changes.
NHER Plan Assessor will be updated with these changes when they are confirmed – in the meantime, this is your chance to prepare with this new free design tool.
NHER SAP 2009 Preview is easy to use. It's based on NHER Plan Assessor; there aren't any complicated look-up tables, and it is more robust than other SAP 2009 software. Plan Assessor users can import files and start using it straightaway.
NHER SAP 2009 Preview was originally designed for consultation purposes and made available only to NHER-registered On Construction Domestic Energy Assessors, but now we’re making it available to everyone.

New look Home Condition Survey launched
Buyers' survey can be produced by Home Inspectors
SAVA, the NHER's sister organisation, runs a Certification Scheme for Home Inspectors. Members of the scheme have the opportunity to offer the Home Condition Survey (HCS), a condition survey similar to the Home Condition Report, but aimed at buyers.
We recently released two new items of literature that Home Inspectors can use when trying to win new HCS business and today we launched the ‘new look’ HCS.
As of today, this new product has a complete new look including red, amber and green alerts for the different condition ratings on the summary page.
SAVA is also running a series of condition Masterclasses. The next dates are:

More RDSAP Masterclasses - Practical CPD for DEAs
Update - more courses available!
Everyone needs to keep their skills up to date. There are some tricky properties out there, ready to trip up the unsuspecting DEA, and we want our members to be confident when undertaking a domestic energy assessment.
Feedback received from site audits is that many members welcome having someone to talk to, but in this very competitive market, are understandably nervous about consulting with other DEAs.
We will be running a series of one day RDSAP Masterclasses. The day will focus on inspection techniques, identifying and applying the conventions and you will carry out a real inspection on a real property.
In the afternoon you will produce the report and there will be a discussion on all aspects of the conventions. You can raise issues without any commercial worries!
This course will qualify for CPD. There is no assessment so you will have to evaluate your own reasons for doing this masterclass and then afterward attach a value to that learning on your Personal Development Plan. (As a guide we would expect you to allocate 5 hours to a masterclass such as this.)
The course is £75+VAT for NHER Accreditation Scheme members. The courses run in Milton Keynes on:

New literature for Home Inspectors to promote the Home Condition Survey
SAVA, the NHER's sister organisation, runs a Certification Scheme for Home Inspectors. Members of the scheme have the opportunity to offer the Home Condition Survey (HCS), a condition survey similar to the Home Condition Report, to buyers.
As part of our efforts to promote our members and the services they offer, we have recently released two new items of literature that Home Inspectors can use when trying to win new business.

The first is intended to be used to explain the HCS to conveyancing solicitors, and to persuade them to recommend the service to their customers.

The second is aimed at the home owner, and explains why they should commission an HCS over any other survey.

The literature has proved to be extremely popular, and has already resulted in more HCS being lodged by our members.

NHER research reveals the extent of compliance with energy regulations in the commercial property sector
Research reveals 81% non-compliance
In a mystery shopping exercise to check on compliance with European and UK law relating to the energy efficiency of buildings in the commercial property sector, NHER discovered that more than 80% of agents it spoke to were unable to provide the mandatory Energy Performance Certificate (EPC) for the offices or shops they were marketing for sale or rent. These certificates are a critical part of the Government's efforts to reduce carbon emissions and energy bills for businesses.
88 out of 108 agents contacted around the country (81%) failed to provide an EPC. Almost half of these agents (47%, or 41 agents) said they believed the certificate was not necessary, or just could not give an explanation about why no EPC was available.

National Energy Services responds to CESP Consultation
DECC's Community Energy Saving Programme
National Energy Services has responded to the Community Energy Saving Programme by the Department of Energy and Climate Change (DECC).
The Government is consulting on proposals for the Community Energy Saving Programme (CESP). The broad policy proposals for the design of the programme include:
- placing an obligation on energy suppliers and electricity generators to meet a CO2 reduction target by providing energy efficiency measures to domestic consumers
- Requiring that this obligation is met by providing these measures to households in areas with high levels of low incomes
- To offer these measures as a package to homes, to deliver a ‘whole house approach’ – so that homes can receive all the major energy efficiency measures they need, which could also include district heating schemes
- Specifying that only certain measures are eligible to count towards the CO2 targets, focusing on those measures which can make a substantial difference to a household emissions and fuel bills.

National Energy Services responds to HESS Consultation
CLG and DECC's Heat and Energy Saving Strategy
National Energy Services has responded to the Heat and Energy Saving Strategy Consultation, jointly published by The Department for Communities and Local Government (CLG) and the Department of Energy and Climate Change (DECC).
The Government's strategy for saving energy and decarbonising our heating, now and in the future, has four main objectives:
- To help more people in these difficult economic times and over the long term to reduce their energy bills by using less energy;
- To reduce the UK's emissions and increase our use of renewable energy in line with the demands of our carbon budgets, our renewables target and our ultimate target to reduce greenhouse gas emissions by 80% by 2050;
- To help us to maintain secure, diverse energy supplies; and
- To take advantage of the economic opportunities presented by the shift to a low carbon economy in the UK and in the rest of the world, helping us during the current economic downturn and over the long term.

Government plans for all UK homes to be near zero carbon emissions by 2050
The Great British Refurb - cut emissions and cut energy costs
National Energy Services and the National Home Energy Rating (NHER) Scheme calls for Government to ensure energy assessors play a key role in making this a reality.
The Government has today unveiled plans to reduce household carbon emissions to almost zero by the year 2050 through a combination of energy efficiency and renewable energy technologies.
The Heat and Energy Saving Strategy has been published for consultation today by DECC (Department of Energy and Climate Change) and CLG (Communities and Local Government), and includes proposals for:
- Rolling out low-cost home energy audits, developing a qualification for energy advisers, and establishing an accreditation scheme for installers.
- Finance packages to install energy efficiency measures and low-carbon heat and power sources would be offered to householders. Repayment from part of the savings on energy bills would be linked to the property, rather than residents.
- Combined with guaranteed cash payments by way of a Renewable Heat Incentive and a Feed-in Tariff for small scale electricity generation, the payback for homeowners who switch to low-carbon technologies and save energy would start from day one.
- Options for improving the delivery of energy efficiency advice and measures, including establishing a central coordinating body funded by energy companies and working to Government-set targets.
Commenting on today’s announcements, deputy managing director Austin Baggett said:
“We already have a great vehicle on which to deliver these plans – the Energy Performance Certificate. We also have a highly trained work force of qualified and accredited energy assessors. It is encouraging that Government has recognised the importance of both of these in their proposals.
“However, we now need to quickly develop a far more detailed plan for how energy advice is to be provided and crucially how it is to be funded. Energy assessors will need to receive funding to pay for any top up training they need and funding will also be required to subsidise the cost of providing the energy advice. We also need fiscal incentives to persuade householders to take action on the advice that they receive – we cannot simply rely on people 'to do the right thing’. Government should be bold and use differential rates on both stamp duty and council tax to encourage householders to act”.

Low Carbon Design
How to design a low carbon home from scratch
Following on from the recent launch of our Low Carbon Refurbishment course, The NHER has launched a new Low Carbon Design course.
This is a one-day interactive seminar for On Construction DEAs and SAP/Plan Assessors who are looking to gain more skills and improve the energy efficiency of the UK's existing homes.
Why should I attend this course?
A low carbon economy
Where is the quest for a low carbon economy leading us? How do you go about designing a low carbon home from scratch? This course will show you how.
Our Plan Assessor software is a valuable tool allowing you to model all the different energy improvement scenarios to meet a low carbon specification.
A lively and interactive day
During the course delegates will carry out exercises looking at the cost of the improvement vs. the carbon saving. It will make you into a first-class energy assessor and give you a deep understanding of the technicalities and the ability to use software to carry out very technical scenarios.
Gain new business skills
At the end of the course, delegates will have gained experience that should help them advise prospective clients on what the low carbon future has in store in terms of building design, and be able to advise on achieving low carbon in the most cost-effective manner.
How is the day structured?
The day consists of presentations followed by an interactive workshop using NHER Plan Assessor software.

This interactive course starts with a review of the emerging energy standards for low carbon housing, by looking at the forthcoming editions of the Building Regulations in 2010 and 2013 and the Code for Sustainable Homes.
These presentations will cover the principles of low-carbon design, a look at low carbon building fabric solutions, how to deliver low carbon heating, hot water and ventilation and the use of renewable technologies.
Delegates will then go on to look at the principles of low carbon design - looking at best practice standards such as the AECB Carbon Lite standard and Passiv Haus.

In this interactive workshop, candidates have the opportunity to use the NHER's Plan Assessor software to improve a typical dwelling to meet a low carbon specification. Candidates will also take part in a task to design a low carbon home at the lowest possible cost.

Fact sheets and Information sheets for NHER/SAVA members
New resources to assist DEAs, HIs and their customers
NHER and SAVA have produced a number of fact sheets to help our existing dwelling members provide a value added product to their customers.
Originally designed as appendices for the Home Condition Survey, these fact sheets are designed to be read by the homeowner and provide useful information about a variety of subjects. We currently have fact sheets on:
- EPCs explained An easy-to-understand guide to why the domestic EPC is required, how it is produced, what the results mean and the effect of the recommendations.
- Sustainable energy Biomass, ground source heat pumps, solar thermal, solar photovoltaics, wind energy conversion systems, grants and suppliers.
- Asbestos in the home What is it, where it is found, the dangers, legal requirements and insurance.
- Cavity walls Advantages, disadvantage and causes of deterioration.
- Electricity in the home Part P of the Building Regs, who is allowed to carry out work, what to expect, electrical systems and testing.
- Thatched roof coverings Advantages, disadvantages, types of thatch, inspections, maintenance, deterioration, fire and insurance.

Low Carbon Refurbishment
Gain more skills and improve the energy efficiency of the UK’s existing homes
The NHER is hosting a one-day interactive seminar for ambitious Domestic Energy Assessors and On Construction DEAs who are looking to gain more skills and improve the energy efficiency of the UK's existing homes.
Go beyond the EPC
Would you like the ability to go beyond the recommendations of the EPC? How do you carry out refurbishment of an existing property to achieve a low carbon home? This course will show you how.
Our Plan Assessor software is a valuable tool allowing you to model all the different energy improvement scenarios. Delegates will go far beyond the limitations of the EPC to look at different insulation materials, how to improve floors, and consider the use of renewable technologies.
A lively and interactive day
During the course delegates will carry out exercises looking at the cost of the improvement vs. the carbon saving. It will make you into a first-class energy assessor and give you a deep understanding of the technicalities and the ability to use software to carry out very technical scenarios.
Gain new business skills
By gaining these skills, you will have the ability to work with architects and building professionals carrying out refurbishment and looking for ‘greener’ properties.
There are a growing number of people looking to improve the energy efficiency of their home, and this type of work is likely to command a higher fee. You might consider offering a new service to a local builder who is carrying out home improvement work.
How is the day structured?
The day consists of presentations followed by two interactive workshops using NHER Plan Assessor software.

You will first consider the critical challenge of improving the UK’s existing housing stock to meet national carbon dioxide emissions reduction targets, and the scale of the emissions reductions that are required.
These presentations will cover the principles of low-carbon refurbishment, and the available specification options – including the building fabric, building services and renewable energy systems.
Housing Improvement Workshop
Delegates will investigate appropriate improvement specifications for a range of typical dwellings.
Cost and Carbon Savings Workshop
Delegates will evaluate a large number of improvement options for a typical dwelling in terms of capital costs and carbon dioxide emissions savings.

Do you understand Part L1B of the Buillding Regs?
Understanding changes to existing dwellings
Many common projects are subject to the guidance of Part L1B of
the Building Regulations. These include the extension, alteration, or renovation
of existing dwellings, and 'change of use' of other types of buildings into
dwellings.
OCDEAs and NHER Assessors are well equipped to support such projects, to
identify specification options and to demonstrate how they comply with the requirements -
but the process can be complex.
The NHER has devised a short one-day training course for OCDEAs and
NHER Plan Assessors that will give practical guidance on how to demonstrate compliance
with Part L1B. The course explains the requirements in detail, covers straightforward
alterations and extensions, and then goes on to deal with complex situations, such as
combinations of extension and renovation, over-glazed extensions and cases where
compliance has to be demonstrated by 'trading off' carbon dioxide emissions using SAP
2005.
The course includes case studies of real projects and advice about how to approach
complex projects, making best use of NHER Plan Assessor software. It runs from 10am to
4pm, and includes lunch.
You will understand:
- The requirements of the Building Regulations, Part L1B (2006)
- How to assess and demonstrate the compliance of alteration and renovation
projects
- How to assess and demonstrate the compliance of extension projects
- When it is appropriate to use SAP assessments to demonstrate compliance by 'trading
off'
- The complexities of listed buildings and how to overcome them
- How to present Part L1B compliance assessments to Building Control

Are you Asbestos Aware?
New course for all energy assessors and Home
Inspectors
The NHER has recently launched a new one-day course to make sure all energy assessors
and Home Inspectors understand what Asbestos is, where is might be found, what the risks
are and what your duties might be.
It is essential for anyone who occupies, manages or inspects buildings.
The Approved Code of Practice (ACOP) and guidance L143 - HSE documentation relating to
asbestos - states that awareness training is compulsory for all workers who may undertake
tasks in any building built before 2000.
So make sure that you are asbestos aware. We are running courses in December and

Energy Assessor Community Grant awarded
DCHI win new industry award from NES
National Energy Services (NES) has announced the winner of its Energy Assessor
Community Grant – a new award to help support energy assessor and home inspector
networking groups.
The Devon and Cornwall Home Inspectors Association (DCHI) has received the £2,500
Grant to go towards expert lectures and training for members and new features for the
association’s website, improving the marketing of members’ services and
clients’ access to these services.
The association was described by judges as “an excellent model for all regional
groups”. It has grown from just seven home inspectors in July 2006 to more than 80
members today, all of whom actively support each other in their businesses and promote a
successful market for Energy Performance Certificates (EPCs) and home condition reports
in their local communities.
A further discretionary award of £1,500 was also given by NES to the Institute of
Domestic Energy Assessors (IDEA).
The judges felt that IDEA’s proposal to set up a free national CPD portal to
promote training and record the professional development activities of all domestic and
energy assessors and home inspectors had considerable industry and Government support and
could be particularly useful in monitoring and boosting skills across the industry.

The National Energy Services Conference kicks off tomorrow with an exciting programme

New cash grant launched to help support local energy assessor groups
NES Energy Assessor Community Grant
National Energy Services (NES) is launching an Energy Assessor Community Grant worth
£2,500 to help support energy assessor and home inspector networking groups.
Applications are being sought from all local or national voluntary groups in England
and Wales who could use the cash to help with marketing, networking, welfare or other
initiatives to benefit energy assessors (domestic or commercial) or home inspectors.
The winner of the Grant will be announced on the first day of the NES Annual
Conference which is taking place at the International Convention Centre, Birmingham on
22-23 October 2008.
Brian Scannell, Managing Director of NES, said:
“We know that it is an incredibly tough market for many energy assessors,
particularly new entrants who may be self-employed for the first time in their lives.
Professional networking, online discussion forums and local support groups are a vital
lifeline to share knowledge and experiences, swap notes and get advice and moral support.
NES is committed to supporting our members, and we want to use this grant to help them
build a thriving and high quality business environment.”
Applying for the Energy Assessor Community Grant is a short and easy process via an

here. The deadline for all entries is Monday 13 October. Following a judging
process by a panel of NES and independent experts, £2,500 will be given to the group
that makes the most compelling case for support.

Building magazine article corrected
No lack of On Construction Domestic Energy
Assessors
Today Brian Scannell, managing director of National Energy Services, wrote a letter to
Building magazine:
Your article ‘EPCs are here, assessors are not’ (11 April, p. 14)
incorrectly states that no individuals were ready to produce Energy Performance
Certificates for new build homes from 6 April. In fact, our accreditation scheme for
energy assessors currently has some 170 On Construction Domestic Energy Assessors
(OCDEAs), and between them they have produced and issued 958 Predicted Energy Assessments
and 716 On Construction Energy Performance Certificates.
National Energy Services gained approval for our software and began accrediting OCDEAs
on 17 March – well in advance of the Government deadline.
The assertion that architects and surveyors can ‘automatically’ issue EPCs
is also incorrect – they can only be produced by an accredited OCDEA.

Scottish EPC arrangements clarified
BRE issue retraction and clarification
The April edition of BRE's monthly newsletter incorrectly stated that the SBSA had
entered into a protocol with BRE Scotland for the issue of EPCs for existing buildings in
Scotland.
This is in fact incorrect, and SBSA has in place several similar protocols with
different organisations - including National Energy Services, operator of the NHER.

A third of buyers plan to implement EPC recommendations
Ipsos MORI report into HIP area trials published
Research in to the HIP area trials has revealed that 58% of buyers would have
preferred to have seen the HIP earlier in the sale process, and that half had not been
shown the HIP by their estate agent until after an offer had been made.
More positive news was that one third of buyers planned to carry out recommendations
in the EPC to improve the energy efficiency of their property.

"We welcome the strong public interest in the contents of the HIP - especially the
Energy Performance Certificate. This latest research highlights the enormous impact the
EPC can have in helping homeowners improve the energy efficiency of their homes.
However, the greatest benefits will be delivered only when all buyers see the HIP as
soon as possible in the homebuying process, and when that HIP includes a Home Condition
Report. The HCR is a vital tool in reducing the wastage and number of failed transactions
in the property market."

Commercial Energy Assessor Training
New training from National Energy Services
The Energy Performance of Buildings Directive requires EPCs and Display Energy
Certificates to be provided for all buildings in specific circumstances. It must be
implemented in full by January 2009.
An EPC must be provided each time a commercial building is constructed, sold or let.
The EPC will identify the building’s Asset Rating - its intrinsic or 'built-in'
energy efficiency standard - and is valid for up to 10 years. EPCs will be required for
all commercial buildings from small high street shops and offices to large-scale
warehouses and out of town retail centres.
The NHER has recently launched training modules for individuals wishing to become
Commercial Energy Assessors.

Home Truths - a low carbon strategy to reduce UK housing emissions by
80%
New report from Environmental Change Institute
Brenda Boardman and the Environmental Change Institute at Oxford University have
identified the policies needed to deliver an 80 per cent cut in carbon emissions from UK
homes by 2050 in this new report, 'Home Truths'.
These cuts are achievable but will require a quantum leap in commitment from
Government and a radical new approach.

Press Complaints Commission decision
PCC rule on Mail on Sunday article
NES recently complained to the Press Complaints Commission about the article "A
Burglar's Charter" which appeared in the Mail on Sunday. The article contained a number
of errors and innacuracies which had been pointed out to the newspaper prior to the
article's publication.
The Commission has ruled that the publication of a 3-line letter from Brian Scannell
pointing out these errors was an adequate response to the errors contained in the

Government finalises introduction of Home Information Packs
EPC plans for all sectors confirmed
Another step towards the mandatory introduction of Home Information Packs was made
today, as the government laid regulations relating to the Energy Performance of Buildings
Directive.
As well as the introduction of Energy Performance Certificates in England and Wales
for existing homes from 1 June, EPCs awill be required for new dwellings from 1 October,
non-dwellings from April 2008 and the rental sector from October 2008. You can read the

Austin Baggett, head of the NHER said:
"The countdown to 1 June is in its final stages, as the government dots the I's and
crosses the T's on the new regulations. Full details for the implementation of EPCs in
all sectors are now confirmed.
"The NHER expects to be one of the first approved accreditation centres for Domestic
Energy Assessors and we will deliver a substantial number of highly skilled DEAs and Home
Inspectors on 1 June to begin delivery of EPCs."
By visiting the government's HIP website you can see the full revised regulations. A
number of small changes have been made following the CLG consultation on HIPs earilier in
the year. These include:
- For a transitional period, sellers can market their homes with a HIP that includes
the Energy Performance Certificate (EPC), sale statement, evidence of title and index;
and evidence that other documents have been commissioned and will be included in the pack
as soon as practicable (and certainly within 28 days);
- The EPC is included as the first document in the pack, following the index;
- For those properties that cannot have an EPC — such as those bought 'off-plan'
— a separate energy assessment will be included;
- The duty to refresh time-sensitive parts of the HIP will not arise where the property
is re-marketed by the same seller within one year of the original marketing date;
- Personal search companies will be allowed to use insurance immediately for those
parts of the search where they cannot gain access to data. This will only apply for a
transitional period until April 2008;
- Properties already on the market by 1 June 2007 will not need a HIP unless they
remain on the market after 31 December 2007.

Zero carbon and low energy housing workshop
An invitation to a NHER workshop
You may be aware that a consultation on 'Building A Greener Future: Towards Zero
Carbon Development' was released on 13 December along with the Code for Sustainable
Homes, a Consultation on Planning and Climate Change and other relevant
documents. These are available at http://www.communities.gov.uk/index.asp?id=1503251.
We are keen to consider the points of view of all our members in our response. The
NHER is holding an informal workshop to discuss these consultations in Milton Keynes on
19 February. The information and ideas shared will be very important in developing
our response. We have a number of contributors already confirmed, so we expect to achieve
a good mix of representatives from the different parts of the supply chain required to
meet the challenge.

ABBE get approval for DEA qualification
Level 3 Diploma for Domestic Energy Assessment
ABBE has received approval from QCA for its Level 3 Diploma in Domestic Energy
Assessment, and the NHER is the first training provider able to register candidates.
This is the first ever national qualification covering the energy rating of houses.
The NHER's DEA training and assessment
programme has already proved extremely successful - delegates can be confident of
achieving 'DipDEA' and being able to issue Energy Performance Certificates for existing
dwellings.

NHER launches new training and assessment programme for Domestic Energy
Assessors
DEA launched in association with SAVA
The National Home Energy Rating scheme has today launched a new training and
assessment programme to ensure that there will be enough qualified energy assessors in
time for June 2007.
NHER's Domestic Energy Assessor
programme includes eight days of intensive training on construction, thermal physics
and energy efficiency. It also will assess candidate’s knowledge and skills against
the draft national occupational standards recently published by Asset Skills.
Austin Baggett, Head of the NHER scheme says: "Only yesterday, the Government
confirmed that an enormous 7 million tonnes of carbon and billions of pounds from fuel
bills could be saved each year by simple measures like cavity wall and loft insulation.
We need to encourage householders to take action and to reduce carbon emissions from the
largest polluter of all – the UK's housing stock.
"However, the introduction of Energy Performance Certificates is in jeopardy if there
are insufficient numbers of trained and qualified experts to do the certification and to
offer advice to homeowners on cost-effective improvements. Our new programme of training
and assessment ensures we can deliver this vital first step towards carbon saving."

Quality Assured Energy Ratings are a solid first step
The NHER responds to DCLG press release
After yesterday's DCLG press release, the NHER is calling for even stronger
financial incentives to back up the introduction of Energy Performance Certificates
(EPCs) next June.
Responding to the announcement yesterday from Housing Minister Yvette Cooper, Austin
Baggett, Head of the NHER scheme, says:
"Energy labels alone can’t achieve market transformation. We need to make it
simpler and cheaper for households to take action and cut their carbon emissions. While
the green mortgages that the Minister talked about are to be welcomed, we actually need
the Government to be resolute and bring forward stronger fiscal incentives to encourage
home owners to improve their energy rating."

SBSA Consultation on the Implementation of the EPBD
The NHER submits consultation response
In May this year the Scottish Building Standards Agency (SBSA) published its proposals
for implementing articles 7, 8 & 9 of the EU Directive on the Energy Performance of
Buildings. The SBSA requested interested parties to provide responses to its
proposals.
As part of this process NHER participated in a conference organised by Energy
Action Scotland to discuss the implications of the implementation of the Directive.
NHER has submitted its own response to the proposals. Some of the main issues
highlighted by the response are the need for:
- a robust and consistent methodology to be adopted in the assessment of new and
existing dwellings
- properly trained SAP and RDSAP experts, working within a quality assured framework,
to undertake the assessments
- an Energy Performance Certificate that communicates easily and encourages recipients
to take action on improving the energy efficiency of their home
"We applaud the Scottish Executive's decision to have a debate on their implementation
plans, and to invite comments from the industry. We would urge DCLG, who have
responsibility for the implementation of the EPBD in England and Wales, to follow the
Scottish lead and have a public consultation on how this critical directive can deliver
maximum carbon reductions", said Mark Sreeves, NHER Senior Consultant.

Statement from National Energy Services regarding Energy Performance
Certificates in England and Wales
Who will be able to issue EPCs?
On 17 July 2006 the Government announced that there will be a phased roll out of the
full Home Condition Report within the Home Information Pack. Part of the announcement
confirmed that the Energy Performance Certificate element of the HCR would be mandatory
from the start, i.e. 1 June 2007.
This announcement has prompted some speculation amongst both trainee Home Inspectors
and others about the possibility of individuals just being trained on the energy
elements, and becoming licensed to issue EPCs.

NHER welcomes announcement on the introduction of Energy Performance
Certificates
Government urged to finalise plans for other
sectors
The NHER welcomes today's announcement from the Department for Communities and Local
Government (DCLG) on proposals to implement energy performance certificates as part of
the Home Information Pack in England and Wales from 1 June 2007. To see the DCLG press

"29% of the UK's carbon dioxide emissions come from the energy we use in our homes.
The provision of information to the consumer on the energy efficiency of their home is
essential if we are to reduce the carbon emissions from UK housing. Not only that, but
with increasing energy prices, consumers have a right to know how much their home is
going to cost to run - and how they might go about reducing this", said Austin Baggett,
Head of the National Home Energy Rating (NHER) scheme.
However, at the same time the NHER is frustrated at government inaction on how they
intend to implement the European Directive on the Energy Performance of Buildings
throughout all buildings in the UK. "The Government has yet to make any
announcement on how they intend to implement this critical directive in other sectors,
such as the rental property market as well as the non-domestic sector. Three years after
the Directive was agreed by all member states the implementation deadline of January 2006
has passed without any aspect of the Directive having been implemented. The introduction
of Energy Performance Certificates within the Home Information Pack from June 2007,
whilst 18 months late, is a good start. However, the Government hasn't even published a
timetable for implementation for the rest of the Directive's requirements. We would urge
them to do this immediately".

EPBD Implementation Seminar &
SBSA Consultation
The implementation of Energy Performance Certificates in
Scotland
Energy Action Scotland, supported by National Energy Services, are running a half-day
seminar on the implementation in Scotland of Energy Performance Certificates for domestic
dwellings, under the EU Directive on the Energy Performance of Buildings (EPBD).
The seminar will focus on the recent consultation document published by the Scottish

NHER launches Play the Regs
New website to improve industry awareness of Part
L
Today the NHER launched its latest initiative designed to help the
industry build to the stringent new regulations that come into effect on 6 April.
Play the Regs, a new website developed by the NHER in association with
the Construction Products Association (CPA), is a modelling tool designed to give an
instant pass or fail under the new Part L carbon targets. Users can modify 15 different
parameters and key criteria on two generic house types, a four-bed detached house and a
two-bed mid-floor flat.
Austin Baggett, Head of the NHER, says: "The 2006 Part L for new homes
will reduce carbon emissions by 20% compared to the previous 2002 regulations. Builders
and architects also have to demonstrate the whole-building carbon emissions are below a
certain target level in order to show compliance. This will require a shift in thinking
within the industry, and we hope Play the Regs will kickstart this."
John Tebbit, Industry Affairs Director at the Construction Products
Association, says: "Play the Regs shows how there is a multitude of ways to meeting Part
L. There is no single best solution so manufacturers and designers still retain
flexibility in how they meet set targets. Play the Regs is an excellent fun way for
everybody to start understanding the interactions between the various elements and
develop their own solutions."

Building Regulations Part L1 published
ODPM publish Approved Document to Part L
Today ODPM published the Approved Document to Part L of the Building Regulations. The implications of
the Part L update are widespread. As expected:
- SAP is still at the heart of compliance
- Authorised SAP Assessors are specifically recommended
- There is still also a mandatory requirement to carry out sample air tightness
tests
- The transitional arrangements mean that builders must start designing to the new regs
right away
The NHER offers a range of training and assistance to help you with the new
regulations. We run one-day key briefings around the country on the technical changes to Part L
and pressure testing
of new homes. You can also come on a three-day training course to become an NHER Authorised SAP Assessor,
which will make you an expert in SAP 2005 and Part L1A compliance issues. NHER Authorised
SAP Assessors will automatically join the future FAERO Ltd competent persons scheme that
is also specifically referenced.

Code for Sustainable Buildings
ODPM press release on the Code and Part L
Today ODPM issued a press release regarding the Code for Sustainable Homes and the new Part L.
The release is a statement of intent, and no specifics have been announced. However, it
indicates that the new Part L has been approved by Ministers, and will be laid before
Parliament next week. This means that the long-delayed Part L should be published next
week – the NHER is keeping all its fingers crossed.

NHER Plan Assessor software
Pre-release version made available to Plan
Assessors
Today NHER Plan Assessors have been sent the new NHER Plan Assessor
software. NHER Plan Assessor is a brand new product, and users of Builder or Evaluator
will find it easy and intuitive to calculate ratings and undertake regulation checks.
At the time of dispatch, the final approved document for Part L1A has
still not been published by ODPM. The software is therefore based on the latest draft. We
will be seeking for NHER Plan Assessor to be approved by BRE as a correct interpretation
of both Part L1A and SAP2005 as soon as we are able to do so. The exact date of this will
be dependent upon the final publication of Part L and the approvals process within
BRE.
